The High Level Panel of Legal Experts on Media Freedom is an independent and diverse group of lawyers and judges convened in July 2019 at the request of the governments of the United Kingdom and Canada.
The remit of the High Level Panel is to provide advice and recommendations to state members of the Media Freedom Coalition and its partners, including international organisations, to promote and protect a vibrant free press, and report on means of raising the cost to those who target journalists for their work.
The work of High Level Panel supported by the Global Media Defence Fund, a UNESCO administered fund established within the framework of the Global Campaign for Media Freedom. The International Bar Association’s Human Rights Institute serves as the Secretariat to the High Level Panel, providing operational, technical and legal assistance. The Chair of the High Level Panel is Lord Neuberger of Abbotsbury and his Deputy Chairs are Can Yeginsu and Catherine Amirfar.
